Position Summary
This position partners with The SPOT/Project ARK Medical Directors on providing the strategic leadership for Project ARK (AIDS/HIV Resources and Knowledge) and The SPOT (Supporting Positive Opportunities with Teens) and is responsible for the supervision and management of all programs, staff and services. Position is responsible for the overall direction, development of policies and procedures, timeline, completion and financial outcome of projects pertaining to Project ARK and the SPOT. This position is responsible for maintaining compliance with the contract requirements for federal grants including the Ryan White Part D, SAMHSA and other federal, state, local and private grants received by Project ARK and The SPOT. The position will be the lead grant writer for the federal continuation and competitive renewal applications. The position is responsible for developing program evaluation procedures, completing progress reports, data reporting tables and other program evaluation information required by the funding sources. The position will maintain current program budgets and monitor all Project ARK and The SPOT sub awards.
Project ARK/The SPOT have 4,286 Clients; 61 Staff (10 of which are supervisors); 11 Clinicians, as well as 2 clinicians and 8 staff with off-site collaborators. The Operating Budget for Project ARK is $2.8M; the SPOT is $1.7M.
Job Description
Primary Duties & Responsibilities:
Operations Management
- Partners with The SPOT/Project ARK Medical Directors on providing the strategic vision and leadership for the program’s services and staff in alignment with the School of Medicine’s mission. Convenes regular leadership meetings and provides individual and team supervision.
- Mission driven: Serves as a visible advocate and spokesperson for the organization and its mission, and guides the organization as it engages in strategic decision making.
- Provides leadership and oversight to all aspects of The SPOT/Project ARK daily operations, programs, and staff. Directly supervises Project ARK and The SPOT Program Managers. Supports active performance management of staff and offers tools (continuing education and training) to inspire high performing teams.
- Serves as Principal Investigator/Project Director for the HRSA Ryan White Part D grant and 340B program. Responsible for grant deliverables and completion of project outcomes pertaining to Project ARK and the SPOT. Collaborates with all relevant groups to develop and manage project timelines to meet grant deliverables and to provide the highest quality of services possible.
- Primary point person for communications with all federal, state, and local Project Officers as well as collaborating institutions/foundations/outreach organizations. Meets regularly with St. Louis and Missouri and Illinois Ryan White grantee planning groups to ensure the coordination of HIV care and prevention resources and services within the region. Meets with other youth serving agency leaders to partner on the creation of new strategies to address the population needs.
- Disseminates project communications to all teams/groups as appropriate. Co-leads the Ryan White C/D Internal Strategic Planning Committee comprised of Program and Medical Directors and Quality Manager.
- Manages financial resources in partnership with the Project ARK Senior Grants Manager and DOP fiscal and administrative teams including SPA, OSRS, JROC etc., to meet all contractual requirements.
- Responsible for the writing and submission of grant/contract proposals in coordination with the program managers of the various programs of Project ARK/The SPOT.
- Creates, designs and implements innovative new HIV care and prevention programs and youth services. Presents on best practices at national, state and local conferences to further the care and treatment of our populations. Publishes best-practice findings and supports replication efforts across other Ryan White and youth programs.
- Responsible for the oversight of program evaluation and Clinical Quality Management requirements of the program and directly supervises the Part C/D Quality/Data Manager. Partners with the QM on completing progress reports, data reporting tables and other program evaluation information required by the funding sources.
- Completes all progress reports, data reports and other program evaluation information required by funding sources. Prepares for successful site visits and submission of progress reports.
- Partners with WUSM Development Office and Saint Louis Children’s Hospital Foundation on meeting with and educating potential funders.
- Maintains professional public relations and handles complaints. Coordinates with WU Public Affairs related the community impact.
- Manages personnel within legal requirements and the policies of WU, which includes recruitment, hiring, terminations, training, professional development, supervision, and evaluation of personnel in alignment with the Department of Pediatrics guidelines.
Financial / Grants Management
- Works with the Senior Grants Specialist to prepare, monitor, and manages all grant budgets related to Project ARK and the SPOT in order to meet program goals and expend funds within contract requirements.
- Monitors processing of contracts and submission of accurate and timely invoices to ensure fiscal contract deliverables are met.
- Responsible for maintaining compliance with HRSA and SAMHSA grant requirements including the 340B program requirements. Participates in the Washington University Part C/D 340B Oversight committee and other 340B leadership meetings. Works in coordination with the 340B coordinators and other staff members to ensure monitoring of income and expenditures in compliance with HRSA requirements.
- Provides oversight of subcontracts which includes communicating expectations and timelines, ensuring deliverables are on time, with no quality issues.
- Key point person for all grant management and programmatic fiscal deliverables and communications.

Salary Range
$74,900.00 - $116,000.00 / AnnuallyThe salary range reflects base salaries paid for positions in a given job grade across the University.
