Job Description
Department: Purchasing
General Statement of Job
Performs high level purchasing functions, including developments of complex requirements and specifications for conducting formal bid solicitations.
Specific Duties and Responsibilities
- Essential Functions:
- Assists Purchasing Department staff in specifications development.
- Confers with vendors to obtain product and/or service information, price, availability, and delivery schedule(s).
- Researches and estimates values according to knowledge of market price.
- Conducts evaluations on competitive proposals, along with end user department staff, to arrive at a “best value” determination for the purchase of goods and/or services.
- Determines method of procurement such as direct purchase, competitive bid, request for qualifications, or purchase through a cooperative purchasing agreement.
- Prepares solicitation documents for conducting competitive procurement.
- Negotiates contracts within budgetary limitations and scope of authority.
- Maintains procurement records for Level III procurement actions.
- Resolves problems with defective or unacceptable goods or services in cooperation with Central Receiving personnel, end users, and vendors.
- Expedites delivery of goods to users.
- Assists Purchasing Department staff with purchasing procedures.
- Prepares and provides training to College faculty and staff.
- Assists the Director of Purchasing and Assistant Director on special projects and prepares reports as requested.
- Provides input on revisions/updates of existing policies and formulation of new policies that affect the Purchasing Department.
- Meets with vendor representatives to explain the College's procurement requirements and procedures.
- Assists the Director of Purchasing and Assistant Director in updating of purchasing procedures as may be required by changes in law, regulations, or policy.
- Conducts research to identify new sources for competitive procurement of equipment and services.
- Confers with end user department staff to develop scope of work and/or specifications on purchases that require competitive procurement.
- Assists the Accounts Payable Department in resolving payment issues with vendors.
- Coordinates execution of formal contracts between vendors and College on contracts resulting from Purchasing Department actions.
- Obtains approval and coordinates release of information from the Purchasing Department based on requests made through the Texas Public Information Act.
- Arranges and conducts meetings with vendors to resolve problems on service contracts.
- Performs other duties appropriate to department needs.
Required Education and Experience
- Bachelor's Degree required in Business or related field required.
- At least 5 years of experience in purchasing; higher education purchasing experience.
- At least two (2) years of experience with ERP software; prefer experience with Workday.
Required Knowledge, Skills and Abilities
- Excellent oral and written communication skills.
- Strong customer service skills; ability to work well with departmental and college staff and with vendor representatives.
- Excellent ability to work on multiple projects concurrently.
- Excellent interpersonal and organizational skills.
- Strong skills in writing business correspondence, reports and procedures..
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of students, customers or employees of organization.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
