Job Description
Department: Purchasing
General Statement of Job
The Purchasing Assistant assists with activities involved with procuring goods and services such as equipment, tools, parts, and supplies for the College. Reviews requisitions for accuracy and determines procurement methods in accordance with federal and state laws and South Texas College policies and procedures.
Specific Duties and Responsibilities
Essential Functions:
- Reviews requisitions for accuracy and processing.
- Confers with vendors to obtain product and/or service information price, availability and delivery schedule(s).
- Researches and develops specifications to estimate values according to knowledge of market price for end-users and analyzes vendor quotes.
- Determines method of procurement such as direct purchase, competitive bid, request for qualifications, or purchase through a cooperative purchasing agreement in accordance with federal and state laws and South Texas College policies and procedures.
- Researches costs and availability of items; researches and evaluates alternative sources of supply.
- Prepares solicitation documents for conducting competitive procurement and purchase orders for vendors.
- Investigates problems with defective or unacceptable goods or services with Central Receiving personnel, end users, vendors and others to determine source of trouble and takes corrective action.
- Assists with expediting delivery of items to end user departments in coordination with Central Receiving personnel.
- Communicates with departments regarding budget issues.
- Processes purchase orders and sends copies to the appropriate vendor.
- Works with the Central Receiving department on deliveries and returns.
- Assists the Senior Buyer and Buyer(s) with the preparation of request for proposals, public bid openings, and bid tabulations.
- Assists purchasing personnel with bid document preparation and vendor W-9 correspondence.
- Creates and maintains vendor records.
- Provides requisition training to faculty and staff.
- Assists the Business Office with W-9 inquiries, provides copies and creates or updates W-9 records, as needed.
- Maintains records of department activities, vendor information, and other records for auditing purposes.
- Communicates with department's district-wide via phone, email, fax, or face-to-face.
- Travels throughout the college district, as needed.
- Performs other duties as needed.
Required Education and Experience
- To qualify, one of the following must be met:
- Associate's degree
- A minimum of 60 college hours
- At least three (3) years of experience in purchasing, preferred.
Required Knowledge, Skills and Abilities
- Excellent oral, written, presentation, and interpersonal communication skills.
- Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
- Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
- Ability to work independently as well as a team player within department and with others.
- Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
- Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
- Demonstrated commitment to achieving the vision and mission of South Texas College.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to effectively present information and respond to questions from groups of employees, clients, customers, vendors, regulatory agencies, and the general public.
- Ability to apply practical understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability to deal with problems involving several concrete variables in standardized situations.
Checks, Certificates, Licenses, and Registrations
- All applicants are subject to a criminal background check under South Texas College policy.

- Must have a valid Texas driver's license and proof of liability insurance.
Physical Requirements
- Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
- Bending the body downward and forward by bending leg and spine.
- Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Applying pressure to an object with the fingers and palm.

- Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
- Standing particularly for sustained periods of time.
- Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
- Close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
- Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
