Manager, Financial Services & Analysis, College of Agriculture and Bioresources
The Manager, Financial Services & Analysis provides management and oversight of the financial and administrative functions in the College of Agriculture and Bioresources. Reporting to the CFOO, this position has major responsibilities for budgeting, financial reporting, payroll, payments, and other staff related administrative functions. The manager provides leadership to the finance team of five staff members through assignment and coordination of work, ongoing monitoring, oversight, and mentoring of the team. The manager is required to manage multiple tasks, details, deadlines and priorities in an environment where interruptions are the norm. The impact of error is high.
DUTIES AND RESPONSIBILITIES:
• Provides efficient and effective mentorship and support to three CUPE staff and two ASPA staff in the unit, ensuring employees are motivated and engaged, and held accountable for high standards of performance and outcomes.
• Provides effective financial support to the college by ensuring financial and payroll reporting requirements and deadlines are met, payments and billings are made in a timely and accurate manner, accounts receivable are monitored and collected in a reasonable timeframe.
• Oversees payroll functions for the College including the creation of letters of offer and extension, new hire support, payroll, and time entry.
• Develops timely, open, and accurate financial reporting and analysis that supports informed strategic and operational decisions:
• a variety of monthly/quarterly/year end and ad hoc reporting and financial analysis to enable timely and effective decision making within the departments and college.
• monthly reviews and reconciliations of college-level funds.
• Financial input, analyses, and projections for special projects, initiatives, and business plan development.
• Financial statements, projections, and activity reports are prepared accurately and on time for internal and external parties.
• Actively participates in, and contributes to, the annual college budget development process.
• Acts as key resource for all faculty and staff on relevant university policies and procedures and provides operational advice and support in the areas of financial and program administration.
• Develops, monitors, and updates financial and administrative policies, procedures and processes, and recommends efficiencies to meet college goals and objectives.
• Keeps up to date with relevant University policy changes and disseminates knowledge to faculty and staff through appropriate interpretation, training and implementation plans throughout the college.
• Maintains the integrity of financial information by ensuring that financial information is complete and accurate and financial transactions are processed, recorded and tracked in an accurate and timely manner and in accordance with University of Saskatchewan policies, legislation, general accounting principles, and agreements with external parties.
• Maintains documentation for audit compliance.
QUALIFICATIONS:
• Education:
• An undergraduate degree in Commerce, Business or Accounting is required.
• A professional accounting designation is preferred.
• Experience:
• Minimum five years of proven successful experience in budgeting, accounting and administration in a dynamic organization.
• Must have knowledge of accounting principles and procedures in a large, complex organization.
• Supervisory experience would be considered an asset.
• Experience using financial systems and familiarity with fund accounting in a non-profit organization would be an asset.
