Description
Payroll within Finance is currently seeking a Full-time Regular Senior Pension Analyst.
The Senior Pension Analyst reports directly to the Manager, Payroll and the individual in this position will be fully responsible to oversee the completion of process and procedures of the UAPP and PSPP pensions. Strong communication skills and customer service ethic is required, as this position will be required to liaise with both internal stakeholders and external pension plan providers and will provide direction to colleagues.
Workload is constant year round with peak periods occurring annually in January, March, June, and December. Stress resulting from work pressure is moderate to high in this position as the individual has accountability to perform at a fully proficient level. Work priorities are set by the individual as required to ensure internal and external deadlines, as defined by both the University and pension plan providers, are met.
Summary of Key Responsibilities (job functions include but are not limited to):
General Accountabilities
- Understand current pension plan and payroll legislation, and collective agreements, and apply professional judgment to ensure university pension plan and payroll administrative processes remain compliant.
- Ensure all transactions and processes are performed within scheduled U of C Payroll and/or plan administrator deadlines.
- Provide accurate interpretation, calculation and processing of Payroll and Benefits.
- Co-ordinate system and data updates related to pension events within both PeopleSoft and external pension administrative system.
- Document and direct system configuration and/or data management query requirements.
- Partner with internal and external administrators to ensure accurate pension data and engage in issue mitigation.
- Responsible to ensure the required pension information is gathered and that pension internal/external audits are completed on time. Including PSPP Triennial audit.
- Ensure documentation of UAPP/ PSPP pensions process and procedures are currently up to date.
Communication, Partnership, and Reporting
- Liaise with pension plan providers and/or university colleagues to coordinate system inputs and processes that produce accurate and compliant pension records.
- Identify and analyze emerging pension issues with a view to the impact on current processes.
- Work with stakeholders to mitigate issues with the potential to negatively impact plan members.
- Remit current and optional service contributions each pay period ensuring funds are received by pension plan providers within prescribed deadlines.
- Submit year-end files and perform overall service year reconciliation of semi-monthly remittances and PeopleSoft pension worksheet detail to member year-end detail as reported by pension plan providers.
Enrollment and Record Management
- Ensure compliance and alignment of appointments with University eligibility policy.
- Apply compliance criteria when complex and/or unique variations in appointment parameters arise.
- Partner with colleagues and pension plan providers regarding application of eligibility criteria in unique circumstances.
- Update U of C and/or plan administrators records.
- Investigate data queries arising from distribution of annual member statements and determine whether or not data correction or update is required.
- Provide input and recommendations where changes in other PeopleSoft modules are occurring to ensure pension systems perform accurately and efficiently.
- Participate in identifying PeopleSoft system issues and assisting with testing of system enhancements.
Data Management
- Ensure accurate maintenance of pension data.
- Run system updates to internal and external systems.
- Benefit enrolment and pension worksheet review and update.
- Validate contribution calculations are consistent with plan documents and with member service status.
- Semi-monthly reconciliation of pay cheque data to pension records, as validation of system inputs and remittance to pension board.
- Year-end reconciliation and response to pension plan provider TADs to ensure member pension statements are accurate.
- Consult and direct regarding contributions and system updates related to pension events.
Qualifications / Requirements:
- Completion of the PCP Certification with Canadian Payroll Association.
- Post-secondary diploma or degree in human resources, business administration, finance, or a related field.
- Minimum 5 years of experience in payroll, pension, benefits administration in a large, complex organization.
- Experience in a unionized environment is an asset.
- Knowledge of payroll and pension regulations and laws.
- Experience with continuous improvement or project management initiatives is preferred.
- Highly developed organizational, analytical and problem-solving skills.
- Excellent verbal and written communication skill.
- A proven commitment to modeling team values, partnering with others to achieve timely and ideal results.
- An ability to exercise judgment within established guidelines.
- Attention to detail and strong judgment skills are required to deal with complex issues and concerns.
- Experience with large ERP and HR, Benefits and Payroll module components.
- Experience working with and interpreting large organization policies and procedures, union contracts, and external agencies regulatory procedure.
- A strong working knowledge of Microsoft Office applications (Word, Excel, PowerBI).
